Context

The ILO Office for Pakistan has launched a project titled “Promotion of Decent Work Opportunities for the economic empowerment of vulnerable segments of society”. The project is funded by Italian Ministry of Foreign Affairs and International Cooperation through the Italian Agency for Development Cooperation (AICS). It is executed by the International Labour Organization (ILO) in line with Pakistan Vision 2025, Pakistan Decent Work Country Programme (DWCP) 2023-27 and UN Sustainable Development Cooperation Framework (UNSDCF) 2023-27.

The project, started in 2019 and is expected to be concluded by December 2023. It comprises three main components,: I-strengthening national capacities to effectively eliminate child and bonded labour, with focus on the brick kiln sector; II-promoting coordinated social protection system; and III-engaging Pakistani diaspora in Italy for their contribution towards youth employment, entrepreneurship, skills development and other areas of decent work in Pakistan.

Under this framework and leveraging the private sector as a key actor for effective development cooperation and SDG 17, a pilot initiative ‘Rethinking Brick Kiln Communities’ is expected to be prepared, to further strengthen project results and create synergies to pursue its replication, scale-up and sustainability.

Rationale

The project focusing on greening brick kilns is one of its kind. Under Component-I, focusing on the brick kiln sector, the project conducted orientations and onsite trainings to convert brick kilns into environmentally friendly workplaces using ‘Zig-zag technology’. This provided momentum to the government campaign to reduce carbon emissions, as well as helped address the environmental footprint as well as promote health and safety and labour standards in the kilns. This has led to the scaling of the intervention and resulted in a pilot model on rethinking brick kiln communities. The project will work to implement the pilot model.

It therefore presents an opportunity for the project to highlight what has worked and what can be improved in regards to this initiative. Hence, video materials will be crucial to develop and disseminate knowledge on the modern brick making system, to capture the impact and to document the process of engagement with stakeholders. In addition, it will be important from a donor’s perspective to highlight ILO’s value addition through its normative framework on Fundamental Principles and Rights at Work, Occupational Safety and Health and environmental standards to bolster the sustainability of the sector.

Expected outcome

Materials produced will support:

1. Government Policy and legal provisions for clean brickmaking,

2. Sustainability of the brick kilns sector towards greening processes and introducing Occupational Safety and Health (OSH), as central working principles

3. General awareness of ILO’s actions and impacts in this field

Expected outputs

Output 1. A video impact story focusing on the experience of one beneficiary from the project produced in ‘ILO Voices’ style in Urdu with English subtitles (approximately 2 minutes).

This video will be used to highlight the impact of the initiative in a ‘human-centred’ manner.

Output 2. A video, of approx. 15 minutes length, in Urdu with English subtitles, documenting:

  • the conversion process of conventional brick kilns into environment friendly kilns.
  • the ILO’s technical assistance in enabling this process.
  • impacts of the Zig-zag technology on environment, enterprises, and workers.

This video will be used for the purpose of creating awareness amongst stakeholders of the benefits of conversion to ‘zig zag’ technology in brick kilns as well as the steps necessary to undertake this conversion.

Output 3. Six short videos of stakeholders, cut and edited from Output 2.

These videos will feature short (approx. 1.5 mins max) outtakes of stakeholder interviews that are included in Output 2 to be used as stand-alone content for social media platforms to create awareness of the benefits of the transition to zig zag technology and to help draw attention to the Output 2 video.

Output 4. Best selected footage, 5 minutes, and a shot list in English, describing shots or sequences, timecodes, locations and dates.

Output 5. Photos with captions (in English)

  • At least 20 of the beneficiaries in Output 1 (see Annex 1 for details)
  • At least 50 that can be used to illustrate the steps taken under Output 2 as well as general shots of brick kilns to illustrate the sector, its challenges and its workers.

Scope of work

The consultant/production house will:

1. Assign a focal point to communicate with the ILO.

2. Hold a preliminary meeting with ILO to discuss the scope of the work

3. Undertake a desk review of the available materials on the subject

4. Hold meetings with Brick Kiln Owners’ Association of Pakistan (BKOAP), workers in brick kilns, government officials at provincial and federal levels, other key stakeholders as directed by ILO.

5. Identify locations to film in consultation with the BKOAP and the ILO

6. Visit a selected site/brick kiln to better understand the issues and sector

7. Develop the structure and storyline of the film in consultation with ILO, including a preliminary list of interview partners and questions.

8. Prepare and finalize the script and documentary outline in consultation with the ILO.

9. Develop an outline and story board for the videos

10. Specific filming and editing requirements for Output 1 are attached in Annex 1.

11. Filming, photography and editing Output 2:

(i) capturing all steps of the conversion process of a conventional brick kiln;

(ii) highlighting the differences/benefits/impacts/challenges of the two patterns – the conventional pattern and the environment friendly patterns, using Zig-zag technology;

(iii) interviewing brick kiln owners, workers and key stakeholders as directed by ILO to obtain their views on the transition

(iv) Creating graphics or animations as necessary to complement video/photo material to ensure that the video effectively conveys the necessary information and messages in an understandable manner.

12. Cutting the stakeholders’ clips from Output 2 and inserting shots relevant to messages of each clip.

13. Adding English subtitles to all video materials

14. Providing drafts of all materials for ILO comment

15. Adjusting materials based on comments made

16. Providing final materials


Expected Deliverables:

The specific deliverables are as follows:

Output 1. A video impact story focusing on the experience of one beneficiary from the project produced in ‘ILO Voices’ style (approximately 2 minutes)

  • in Urdu with English subtitles
  • in ‘international version’ with no subtitles
  • All other items as listed in Annex 1.

Output 2. A video, of approx. 15 minutes length, in Urdu with English subtitles, documenting the conversion process of conventional brick kilns into environment friendly kilns; the ILO’s technical assistance in enabling this process; impacts of the Zig-zag technology on environment, enterprises, and workers.

Output 3. Six short videos of stakeholders, cut and edited from Output 2. Each short video approx. 1.5 mins max, subtitles in English.

Output 4. Best selected footage, 5 minutes, and a shot list in English, describing shots or sequences, timecodes, locations and dates.

Output 5. Photos and captions in English

  • At least 20 of the beneficiaries in Output 1 (see Annex 1 for details)

Subject consent

Each person photographed or filmed individually, if he/she is clearly identifiable, must give his/her agreement by signing a letter of consent or by agreeing likewise on film. An authorization model is provided in the annex to this TOR.

Payment Schedule

1. First payment, 30% of the total upon submission of deliverable 1

Technical specifications:

2. Filming requirement: 6-8 Days

5. Format: 1920 x 1080 pixels •

6. Graphic elements: Motion graphics elements will be used.

7. The shooting should be done with a professional ENG camcorder, digital cinematography or DSLR cameras.

8. The sound should be recorded with a professional microphone and interviews should be recorded with a tie microphone (lapel clip) or a microphone on a boom.

Responsibility Framework:

The consultant/production will be responsible to:

1. Ensure timely submission of the deliverables;

2. Ensure full compliance with ILO’s feedback in the design of the activities;

3. Take all necessary measures to complete the assignment within given resources and timeframe.

The ILO will be responsible for:

1. Preparing a contract for the consultant/production and making necessary payments on different intervals – based on the deliverables;

2. Intimate relevant stakeholders of this assignment and their relevance and requirement where necessary;

3. Provide contact details of various relevant stakeholders and facilitate meetings with them;

4. Provide timely feedback on outlines and story boards for the documentary and draft videos;

Estimated Budget

Consultant/Production house to provide the budget, including travel/logistic costs to visit sites to be identified in Punjab Province.

Copy Rights

ILO will retain full rights to all video footage produced under this contract.

Special Provisions:

1. COVID-19: The implementing agency/ consultant will be required to fully comply with applicable UN and Government regulations and SOPs for prevention against spread of COVID-19 and organize work in such a way to ensure safety of self and other stakeholders.

2. Reporting: The implementing consultant/production will be required to report only to the ILO.

Required Qualification and Experience:

The firm/consultant should have the following profile:

1. Relevant creative and technical experts and team with demonstrated experience in developing, designing and executing the assignment;

2. Minimum 10-year experience of dealing with documentary film making, media, content development, creating advocacy videos and content and experience of managing similar assignments;

3. Previous work experience with UN System in general and with ILO in particular / on labour issues and some familiarity with stakeholders related to the world of work, specific issues in the brick kiln sector will be an added advantage

Deliverables and schedule

The assignment is estimated to be completed, as per deliverables explained herein, within 2 months of signing the contract.

Oversight and coordination

The ILO official responsible for this contract is M Benyameen, National Project Officer. The deliverables will be submitted to the ILO-Country Office, Islamabad.

Interested candidates should submit their technical proposal (including CV, cover letter and understanding of the assignment i.e. greening bricks ), financial proposal, list/links of the relevant professional work done as well as other supporting documents by e-mail to [email protected] mentioning “Greening the bricks _ Documenting the transition of conventional brick kiln to Zigzag technology” as a subject, no later than 11 October 2023 . The combined technical and financial proposal must not exceed 8 pages excluding annexes.

Selection process

Based on the selection on file, the ILO will organize interviews to finalize the selection.

Annex 1

Output 1 – A video impact story focusing on the experience of one beneficiary from the project produced in ‘ILO Voices’ style The supplier will work in close consultation with the ILO Country Office Islamabad to film and photograph a brick kiln worker and help the general public identify with the issues she/he raises in her/his personal story.

The brick kiln worker will be identified by the ILO and based in Punjab

The deliverables include:

  • Rushes of full video interview, approximately 25 minutes in length, with the person who will be the author of their Voices story – the “subject”, based on questions provided by the ILO and an accompanying time-coded translated transcript in English. Please note that this interview will be used by the ILO not only to edit a video interview with the subject, but also to form a text-based narrative of her or him telling their story in the first person, so it’s very important that the filmed interview covers all aspects of the story.
  • A 4-5 minute rough video edit compilation of the best video interview sound bites and an accompanying time-coded translated transcript in English. Please keep the natural sound (do not mix with music) and do not cover the interview footage with b-roll – the video interview and broll should be kept separate as the ILO will do further editing based on the deliverables.
  • Up to 25 minutes of b-roll footage (action footage) with visuals that will help to illustrate what is discussed in the interview – please shoot 3-5 minutes for each sequence. Please also provide an accompanying time-coded shot list in English.
  • A 3-4 minute rough video edit of the best b-roll and an accompanying time-coded shot list in English.
  • A selection of at least 20 high resolution, landscape-only photos (no vertically framed shots) of the subject engaged in at least five different activities as well as shots that situate where the subject is located, if relevant. Please ensure that at least one of the photos is framed so that the subject appears in the centre-right area of the photo. This photo will be used as the top photo of the story – what we call the “hero image”. Please see examples of other hero images on the Voices platform.

The subject should be filmed and photographed ideally in the settings that best reflect her or his story.

Sequences that tell the story, are essential for a Voices story. For example, a story about a female garment worker who lost her job because of COVID-19 factory closures should not only include an interview that conveys her struggle to support her family but sequences that show how she finds food, prepares it, looks for alternative work, takes care of her children, etc.

In this specific story, the ILO has identified a list of sequences to film and photograph to present the subject’s life. However, the producer can further explore and optimize the sequences for better presentation with the subject’s permission. The ILO should be kept in the communication loop.

The ILO has identified a suggested list of interview questions about the subject’s story. The producer can explore additional interview questions with the subject’s permission. Please note the interview should include a short introduction from the character that will not necessarily be included in the video edit but can be used as a basis for text quotes.
